1. The applicant must attend Pre-Membership Orientation Seminar (PMOS) scheduled every Tuesday, 9:00 AM at BILECO main office. A certificate of attendance will be subsequently issued.
2. The following documents must be submitted at the ISD Office:
   • Approved Electrical Plan/Layout
   • Approved Application for Electrical Permit
   • Certificate of Final Inspection/Completion
   • Fire Safety Inspection Certificate
   • Declaration of Actual Load and Detailed Map
   • Copy of official receipt of service drop wire purchased
   • Marriage Contract (if married)
   • Electrician Completion Report
   • Certificate of PMOS Attendance
   • Picture of House/Building
   • Lot Owner Written Consent and Valid ID
   • 2x2 picture with white background
3. After verification of the submitted documents, the Electrical Inspector will check the applied connections as to conformity to the Philippine Electrical Code. Schedule of electrical inspection is as follows:
   • Monday - Almeria & Kawayan
   • Tuesday - Biliran & Cabucgayan
   • Wednesday - Naval
   • Thursday - Caibiran & Culaba
   • Friday - Naval
4. After inspection, the Inspector will advise the applicant to pay the connection and other associated fees at the main office after 2 to 3 days.
5. Once payment is made, the service dropping connection will follow within 2 days.
